This lists the PEPs in the summary in numerical order, but they're in a different order under "New features" (for those that are in this section; the PGP one is under "Build changes").

@AA-Turner We can do more substantial copyediting later, but for now, shall we make the order match? They don't necessarily need to be in numerical order.

I plan to do a first pass around June/July (~beta 4), as there'll be new features up until the day of feature freeze, and from then we might have reverts as betas get tested more. But for now I think numerical is fine.
